Most contaminants get caught one of two ways: they are big enough to strain out, or they stick to activated carbon. Fluoride does neither. It is a very small dissolved ion, far too small for any mechanical filter, and carbon has almost no chemical affinity for it.
That single fact explains the most common mistake in this category. A carbon pitcher can be excellent at chlorine, good at lead, certified to three separate standards, and still remove effectively no fluoride, because carbon is simply the wrong mechanism. Only four approaches work.

Certified for Fluoride Is Not the Same as Marketed for Fluoride
